Astarte can be summed up, perhaps more than most, by the things she rules over: Fertility. Sexuality. War. A tempestuous goddess, she tends to let her temper rule her decisions. That doesn't mean she acts quickly or without thought, but vengeance is a common aim.
She is charming and magnetic, highly sexual and not in the least bit maternal, not to mention extremely vain, but she's softened since her heyday, and her explosions of temper are not as frequent as they once were. It's entirely possible that she continues to be convinced that she is still the queen of heaven.
